Apparently Liverpool police warned Bieber and his entourage that anyone going out on the balcony might be arrested for inciting a riot, according to gossip site TMZ. Citing sources at the hotel, TMZ reports that 25 guards were stationed outside the hotel and that the crowd numbered about 500 people, forcing shutdowns of nearby roads.

Ironically, 17-year-old star was reported to have planned a historic Beatles tour of Liverpool today, but canceled plans when Bieber Fever got a little too crazy.
