The city council approved the funds that would be paid back via a local sales tax but a group against the 300,000-square-foot, publicly funded project gathered enough signatures to let the voters decide, according to the Rapid City Journal. The project will replace the center’s 9,400-seat arena with a 19,000-capacity facility, which has been the subject of debate as to its viability in a competitive region with a small population base.
