The investigation has been ongoing by the California Highway Patrol since 2016, according to a statement from the CHP.
The five arrested individuals are being charged with 29 counts of auto theft and one count of conspiracy to commit a crime, with each bail set for $1 million, according to the Sacramento Bee. Arrest warrants have also reportedly been issued for four more Davis Tow employees.
CHP reportedly began the investigation after they heard complaints that vehicles had been stolen, and subsequently found the cars had been towed without request by the property owners. The investigation found more than 250 affected, with more than $100,000 in damages, according to the paper.
Anyone who feels they suffered damages at the hands of Davis Tow is encouraged to report the incident through a form on the CHP website.
